In Ukraine, they are creating a single channel for submitting business appeals, monitoring their consideration, and assessing the quality of decisions of state bodies

The Cabinet of Ministers of Ukraine adopted a resolution “On the implementation of an experimental project on the digitalization of the interaction of executive authorities with economic entities using information system “ Pulse””. The purpose of the experiment is to create a single channel for submitting business applications, monitoring their consideration and assessing the quality of decisions of state bodies.

“We are creating a digital ecosystem of trust between business and the state. “Pulse” – this is a real step towards a partnership model, when entrepreneurs can quickly influence the regulatory environment, and the authorities can see and respond to problems in real time,’ said Minister of Economy, Environment and Agriculture Oleksiy Sobolev.

“Pulse” will provide an opportunity for entrepreneurs to submit applications online using a qualified electronic signature, track their status in their personal account, evaluate the quality of problem solving and participate in business climate surveys. It is expected that the platform will simplify business communication with the authorities, reduce the number of bureaucratic procedures, ensure transparency and accountability of the responses of government bodies, and also allow the use of analytics and dashboards for management decisions.

According to the resolution, the Ministry of Economy has been designated as the coordinator of the project, the State Regulatory Service will be the moderator that will control the quality of the authorities’ responses, and the technical administration will be carried out by Prozorro.Prodazhi JSC. The platform integrates all central executive bodies, the Government Contact Center, the Council of the Business Ombudsman and, upon agreement, the Office of the President. The duration of the experiment will be two years.
