Kozytsky commented on the investigation into the repair of the road to the hotel for 25 million in Skhidnytsia

Maksym Kozytskyi, the head of Lviv OVA, reacted to the investigation edition NGL.media regarding the reconstruction of Girska Street in Skhidnytsia. According to the media, the high-ranking official allocated almost 25 million hryvnias for the repair of the road that leads to the house of his son, Zinoviy Kozytskyi.

Maksym Kozytsky published in his Telegram letter, in which he commented on the situation.

“Thank you very much to the journalists for the story and for so much attention and time (six months) regarding the road that runs next to the health resort, the co-owner of which is the Lviv businessman Zinova Kozytskyi.

I want to emphasize a few points:

1. The reconstruction of the road began in 2021, and the preparatory work for the construction of the health center – only in May 2022. The construction of the road was financed and completed in 2021-2023, and Zinovy ​​Kozytskyi became the owner of LLC “WEST ENERGY” (co-founder of LLC “Normaz Plaza”, which is building a health complex) only in May 2024. These are all clear facts confirmed by documents.
2. The customer of the works from the very beginning was the Skhidnytsia settlement council. The works were to be carried out in response to the fact that the residents of Girska Street in Skhidnytsia complained about the inadequate road surface, it was also supposed to provide access to the Huta hamlet. As an example, even ambulances could not reach residents when called.

Lviv OVA allocated funds as a subvention to the local budget:

1. In 2021-2023 (these years are the subject of the publication), in addition to the road in Skhidnytsia, work was carried out on 56 communal roads at the expense of the state road fund and regional budget funds. The communal road in Skhidnytsia was only one of several dozen.
2. Zinovy ​​Kozytskyi really has dozens of various industrial facilities in all districts of the region. If we rely on the logic of journalists, it turns out that all the roads that were built and reconstructed during my tenure as the head of the LODA (4.5 years) can be interpreted as leading to his business?
3. The material is not exclusive. A number of local media and various Telegram channels already wrote about this road more than half a year ago.

Why this story was brought up again is a mystery to me personally. Special thanks to the journalists who did not add manipulations to the headline. He said that the head of LOVA is building a road for his father, as other publications did at the time”, – said Kozytskyi’s message.

As revealed in an investigation by NGL.media, repair work on the road to the hotel in Skhidnytsia began back in 2021, but was suspended due to the full-scale invasion of Russia. At that time, the reconstruction estimate was 12.76 million hryvnias.

In June 2023, the village head of Skhidnytsia, Ivan Pilyak, appealed to the head of the Lviv Regional Military Administration, Maksym Kozytskyi, with a request to continue the repair, financing it from the regional budget.

Accordingly, the Lviv OVA allocated about 25 million hryvnias for the works, which is almost twice as much compared to the previous cost. This repair became the most expensive among all projects financed from the regional budget.
