Law enforcement officers exposed a criminal organization that manufactured and sold drugs throughout Ukraine

Under the procedural guidance of the prosecutors of the Office of the General Prosecutor and thanks to the coordinated work of the Kherson and Odesa regional prosecutors, the law enforcement officers exposed and stopped their activities criminal organization that operated on the territory of Ukraine and engaged in the illegal production, storage, forwarding and sale of narcotic drugs and psychotropic substances in large quantities.
According to the investigation materials, the members of the group pursued the goal of personal enrichment and created a branched structure with a clear division of functions. The organization included organizers, producers, packers, logisticians and sales departments. Drugs were sold through the Telegram messenger using closed channels, anonymous accounts, and the “bookmarks” system.
In September 2025, law enforcement officers detained ten members of the group in accordance with Art. 208 of the CPC of Ukraine. Two more persons involved, who are already in custody for other criminal proceedings, were also declared suspicious.
The actions of the suspects are qualified under several articles of the Criminal Code of Ukraine, in particular under Part 1, 2 of Art. 255 (creation and participation in a criminal organization), Part 3 of Art. 307 (illegal production, storage and sale of drugs), Part 3 of Art. 311 (illegal production of precursors), Part 2 of Art. 317 (maintenance of places for illegal production or use of narcotic drugs). A total of 17 episodes of criminal activity were documented.
During searches of the suspect’s residence and premises where drugs were manufactured, a large amount of finished products, hundreds of liters of chemical precursors (acetone, benzene, dichloromethane and other solvents), laboratory equipment – reactors, flasks, measuring containers, scales, watering cans, as well as packaging materials, mobile phones, laptops, draft records, devices for growing cannabis and seeds – were seized.
Separately, during one of the searches, foreign-made explosives were found: 28 units of EDC-4 plastic explosives, 1 kg of BLACKDOUGH and 41 electric detonators. Everything seized was handed over to the explosives service for further disposal and examination.
