Law enforcement officers have initiated criminal proceedings over the sale of land plots linked to Lyovochkin by ARMA

The Prosecutor General’s Office and the State Bureau of Investigation are conducting a pre-trial investigation in criminal proceedings dated January 12, 2026 regarding possible illegal actions of officials of the National Agency for the Detection, Search and Management of Assets Obtained from Corruption and Other Crimes.

The grounds for initiating proceedings in both cases were alleged violations during the sale of land plots in the Zakarpattia region with a total area of ​​460 hectares.

This concerns the sale of ARMA on January 8, 2026 at the auction of three land plots in the Borzhava valley in the Zakarpattia region with a total area of ​​460 hectares for 89.5 million UAH.

The auctions were held in the format of a “Dutch auction”, when the starting price is gradually reduced until the first participant agrees to purchase the asset. Only one bidder participated in all three auctions, and the sale actually took place at the minimum possible prices.

In particular, a land plot with an area of ​​26.7366 hectares for 5.4 million UAH at a starting price of 10.4 million UAH was purchased by Andriy Vingranovsky. He also became the owner of another 199.1488 hectares, paying 39.1 million UAH instead of the initial 75.2 million UAH. A plot of land with an area of ​​234.77 hectares was purchased by Ihor Vlasyuk for 45 million UAH at a starting price of 88.2 million UAH.

As a result, the average cost of one hundred square meters of land sold at auction was about 2 thousand UAH. At the same time, in November 2024, ARMA expected to receive more than 1 billion UAH for these land plots.

According to Opendatabot, Andriy Vingranovsky is the owner of LLC “Ombre Investment”, which is part of the “corporate group of the Lyovochkin family”. He is also the husband of Yulia Lyovochkina.

Ihor Vlasyuk is the founder of LLC “Borzhava Eset”, the ultimate beneficial owner of which is Vingranovsky.

In August 2025, the Bihus publication published an article reporting on Serhiy Lyovochkin’s plans to build the “Borzhava” ski resort.

The investigation conducted by the Prosecutor General’s Office and the State Bureau of Investigation within the framework of this criminal proceeding is conducted under Part 2 of Art. 364 of the Criminal Code – “Abuse of power or official position”. The sanction of the article provides for a penalty in the form of imprisonment for a term of three to six years with deprivation of the right to hold certain positions or engage in certain activities.

In accordance with Article 7 of the Law on ARMA, the head of the agency organizes, controls and bears personal responsibility for the transparency of the institution’s activities and the results of its work.
