Liashko reveals details of the reform of the MSEC

Ukraine is reforming the system of medical and social expert commissions (MSECs), replacing it with a team of expert doctors. This was announced by MP Yaroslav Zheleznyak on his Telegram channel.

He noted that today, 1 November, Minister of Health Viktor Liashko spoke in the Verkhovna Rada and shared the details of the upcoming reform of the MSEC. According to him, the government is preparing a draft law to replace the MSEC system, which will be submitted to the parliament after approval.

The reform envisages that more than 500 MSECs in Ukraine will be replaced by expert doctors. The new system will be as digitalised as possible to minimise corruption risks and the human factor.

Earlier, the Ministry of Healthcare stated that the heads of the MSECs will not be allowed to work in the updated system of commissions.

President of Ukraine Volodymyr Zelenskyy recently signed a decree on the liquidation of the MSEC, which marked the beginning of the reform.

This was prompted by high-profile corruption scandals involving the leadership of the MSEC in various regions. In early October, the head of the Khmelnytsky regional MSEC, Tetiana Krupa, was found to have illegally enriched herself and her son with $6 million. After that, law enforcement officers opened several more criminal cases against the heads of the MSEC.

It also became known that about 50 prosecutors in the Khmelnytskyi region had been issuing disability certificates under Krupa’s scheme. The scandal led to the resignation of Prosecutor General Andriy Kostin.

On 31 October, President Zelenskyy signed a decree dismissing Kostin from the post of Prosecutor General.
