Mobilization from April 1: the Ministry of Defense clarified whether there will be changes to the process

The topic of mobilization in Ukraine remains one of the most sensitive on the public agenda, so any reports of possible changes in the work of territorial recruitment centers, document verification or accounting administration immediately cause a wide resonance. Now even preliminary signals about the preparation of reforms are quickly turning into loud assumptions that begin to live separately from official statements and create additional tension in society.

In March, messages about an alleged new stage of mobilization, which was supposed to start from this date, began to be actively distributed in the media and social networks. There were reports of an alleged transition of mobilization to an updated stage of administration. After a wave of such publications, the Ministry of Defense provided an explanation of how mobilization will take place from April 1.

Deputy Minister of Defense Yevhen Moysiuk reported that the information that from April 1 the mobilization process will move to a renewed stage of administration is not true. He stated that the Ministry of Defense is currently working on a systemic transformation, which will be presented later after the preparation of specific decisions is completed.

“As Minister of Defense of Ukraine, Mykhailo Fedorov immediately clearly outlined a plan for the most pressing issues, one of which is the reform of the TCC. Since then, the Ministry of Defense has been consistently implementing these changes. The reform of the CCC is a complex and multi-level issue that cannot be solved with quick actions, but requires a systematic and comprehensive approach.

Today we have a clear plan and schedule for the implementation of specific projects, according to which the team is consistently moving forward. That is why the information disseminated by the media does not correspond to reality,” Moysiuk explained.

According to him, the Ministry of Defense has already developed a comprehensive plan for the transformation of the system. It is based on a Data-driven approach, having analyzed thousands of feedback and hundreds of hours of consultations and meetings with the military, experts and specialized institutions.

“Each decision undergoes a “crash test” for effectiveness. Therefore, we are now moving according to schedule. Soon we will begin to publicly present specific steps. It will be logical, transparent and technological. Based on a comprehensive audit, we will propose solutions that will allow us to get rid of outdated problems and at the same time strengthen the army. At the same time, the main goal is to make a systematic and effective restructuring of processes in order to defeat the enemy,” the deputy minister emphasized.

Separately, Moysiuk drew attention to the verification of each solution for effectiveness. This means that the ministry evaluates not only the content of the proposed steps, but also how they will work in practice, what consequences they will have for the administration of mobilization and whether they will help eliminate the problems that have accumulated in the system. The implementation of these measures, according to him, is taking place according to a set schedule.

At the same time, the Deputy Minister of Defense of Ukraine for Digitalization Kateryna Chernogorenko reported that the mobilization process in Ukraine is gradually being transferred to a digital format. From April 1, 2026, automatic data exchange between the “Oberig” registry, the Tax Service and the Pension Fund should start working. Thanks to this, state bodies will be able to more quickly verify information about military conscripts, as well as detect forged documents or fictitious employment.

The launch of this data exchange mechanism is provided for by the Cabinet of Ministers Resolution No. 932, which concerns a pilot project on automatic verification of information. By the beginning of 2025, the Pension Fund and the Ministry of Defense were to ensure technical interaction between their systems, and from April 2026 this mechanism enters the stage of active control over the correspondence of actual income and reservation statuses.
