More than 700,000 debtors for communal services have been registered in Ukraine

Since the beginning of the full-scale invasion of Ukraine, the number of debtors has increased by a third, according to data Unified register of debtors.
Most non-payers live in Dnipropetrovsk and Kharkiv regions, and most often go to court because of debts for heating and water supply.
Currently, 701,000 cases of debt collection for housing and communal services (ZhKP) have been registered in Ukraine. Since the beginning of the full-scale war, the number of debts has increased by 37%. As of February 2022, there were 512,359 cases in the register due to non-payment of utility services.
At the end of last year, 659,684 utility debts were recorded in the Unified Register of Debtors. In six months, their number increased by 6.3% and reached 701,051 cases.
The largest number of debtors live in the Dnipropetrovsk region — more than 100,000 cases, which is 14.3% of the total number. In second place is Kharkiv region with 94.8 thousand cases, and in third place is Donetsk region with 79.7 thousand cases.
The main part of debts is non-payment for heating — 36.9% or 258.8 thousand cases. This is followed by debts for water supply — 18.6% or 130.2 thousand cases, and debts for electricity — 9.7% or 67.9 thousand cases.
Other communal services for which Ukrainians owe money:
- Housing service — 67.1 thousand cases or 9.6%;
- Gas supply — 59.7 thousand cases or 8.5%;
- Removal of waste — 7.6 thousand cases or 1.1%.
In 15.6% of cases, which is about 109,000 debts, it was not possible to determine the scope of the debt collector.
