NACP reveals names of military officers who own property worth hundreds of millions and live in luxury

The National Agency for the Prevention of Corruption (NAPC) is actively conducting inspections of military officers and employees of military medical commissions (MMCs), identifying their questionable assets and unjustified income. NAPC Chairman Viktor Pavlushchyk told the Chief Executive about the most high-profile cases.

One of these cases was the suspicion of the head of the Dnipro military enlistment office, who ‘forgot’ to indicate in his declaration a car, an apartment and gifts from his wife worth UAH 6.2 million. In addition, his father and father-in-law ‘successfully’ purchased apartments and cars worth almost UAH 5.6 million.

In 2023, the NACP found unjustified assets worth more than UAH 260 million from officials of the TCC and JV, recording six cases of illicit enrichment.

In particular, the former head of the Odesa regional TCC, Yevhen Borysov, was found to have illegal assets worth over UAH 188 million, including a villa in Spain and a luxury car fleet, the ownership of which was not explained.

Denys Halushko, deputy head of the Odesa TCC, also came under scrutiny as his lifestyle monitoring revealed signs of illicit enrichment worth over UAH 14 million. He and his family members, including his wife, mother, mother-in-law and son, also had expensive cars and real estate of suspicious origin.

No less interesting is the situation with Vyacheslav Kushnerov, head of the Malynovskyi district TCC of Odesa, who has accumulated property worth almost UAH 47 million during his tenure. He did not provide the NACP with an explanation of the origin of his wealth, so his case has already been referred to the investigative authorities. This is a clear example for those who think they can circumvent the system.

Among the suspects is Anatoliy Pikal from the Dnipro TCC, who is accused of illicit enrichment of UAH 8.5 million. Pikal’s relatives were also involved in the acquisition of significant assets without obvious sources of income.

Meanwhile, the NACP continues to submit materials to the Specialised Anti-Corruption Prosecutor’s Office and conduct full inspections.
