NBU changes rules for cash deposits through terminals

The National Bank of Ukraine introduced new rules for self-service payment terminals. Starting June 26, 2026, cash deposits through such devices will require confirmation of the phone number and entering a one-time password, regardless of the transaction amount.

When making a payment, the user must specify a mobile phone number. After that, the system sends a one-time code via SMS or via a phone call. Without entering this password, the transaction will not be completed. The receipt must also indicate the payer’s full phone number.

At the same time, the new requirements do not apply to some payments. Without a one-time password, it will be possible to pay taxes, utilities, buy transport tickets, top up travel cards and mobile communications within the limit of UAH 500 per month for one number. After exceeding this limit, confirmation will also be required for mobile top-ups.

The purpose of the changes is to reduce the risks of anonymous financial transactions through self-service terminals. Payment service providers are required to store data on the authorization code, phone number, date and time of the transaction.

The new rules should strengthen financial monitoring and make cash transactions through terminals more transparent.
