NBU eases a number of currency restrictions

The National Bank of Ukraine announced the beginning of the stimulating currency liberalization stage. From May 10, 2025, the update to the current currency restrictions came into effect. Among the key changes are the increase in limits on the use of corporate bank cards abroad and the simplification of the procedure for opening accounts for military personnel. Institutions and enterprises of Ukraine were able to carry out separate currency operations beyond the established limits — within the limits of the investment limit. This limit is equal to the amount of funds raised after May 12, 2025 to the authorized capital of companies by foreign investors in foreign currency.
The National Bank emphasizes that the new rules will not create pressure on the foreign exchange market, as the permitted transactions will be carried out only within the limits of foreign exchange funds raised from abroad.
Key loosening of currency regulation already in place:
— opportunities for financing foreign representative offices of Ukrainian companies have been expanded;
— business is allowed to make payments related to legal disputes regarding violation of terms of export-import contracts by non-residents;
— the limits for payments by corporate cards outside of Ukraine have been increased;
— it is allowed to carry out separate currency transactions using forward contracts;
— it is possible to pay consular fees directly to the accounts of diplomatic institutions abroad;
— the opening of any bank accounts for persons undergoing military service is simplified.
Along with the easing, the NBU is also introducing new safeguards against the withdrawal of capital outside of Ukraine and the circumvention of current currency supervision. In particular, from now on:
— Ukrainian banks do not have the right to complete currency supervision of an import transaction if a non-resident returns funds to the Ukrainian importer in hryvnias from a Loro account opened in a foreign bank;
— a monthly limit of 500,000 hryvnias is introduced for foreign expenses on cards issued by Ukrainian banks for currency accounts, when paying for certain categories of services.
It will be recalled that the NBU also submitted for public discussion the project of the new Regulation on the liability insurance of providers of non-financial payment services.
