New categories of applications to the International Register of Losses for businesses, government bodies and communities have been opened in Ukraine
In Ukraine, a new stage of the International Register of Damages has officially begun, opening the possibility of submitting applications for business representatives, state bodies and local communities. From now on, legal entities, regardless of their form of ownership, can record damage or destruction of assets and infrastructure to form an evidentiary base for future compensation.
Five new categories have become available to users, covering the destruction of critical and non-critical infrastructure. Submission is carried out electronically through the “Diya” portal.
Separate categories are provided for business entities, as well as for state authorities and local governments. In addition to direct material losses, companies have the right to declare lost profits or complete liquidation of the business.
The process is part of a global compensation mechanism involving 44 states and the European Union. At the end of 2025, an international convention was signed to establish a special commission to assess the submitted applications and calculate the amounts of payments. The basic principle of the institution’s work is the full financial responsibility of Russia for the damage caused.
To date, the registry has received about 150 thousand applications from citizens and organizations. In parallel with filling the database, Ukraine, together with international partners, is developing a mechanism for creating a compensation fund from which payments will be made based on the commission’s decisions.
The launch of new tools for business and government institutions translates the process of recording economic losses into a practical plane. This allows for the formation of a systematic registry of losses, which will become the legal basis for receiving reparations and restoring the national economy in the future.
