New rules are being prepared for Ukrainians in Denmark: how the right to residence will change after 2027

Over 40,000 Ukrainians live in Denmark under temporary protection, and for this large community, March 2027 is the date after which they will have to switch from temporary status to another legal model of residence. The Danish system requires well-prepared documents, language proficiency, confirmed employment, and a clear migration route.

While temporary protection guarantees the right to residence, access to healthcare, education, and work, many are postponing decisions about their future. However, it is worth knowing that there are still those in Denmark who can confirm integration, professional usefulness, financial capacity, or family reasons for residence.

First landmark: CPR number status

Preparation for any further step should begin with checking the CPR number, without which no basic procedure related to legal life in the country works in Denmark. This registration number opens up access to work, banking, medicine, language courses, education and applications to migration authorities, so its relevance is of practical importance for anyone planning to stay in the country for a longer period.

Particular attention should be paid to the address to which the CPR is tied, because moving without updating the data can result in delays, additional checks and unnecessary bureaucracy at a time when deadlines and the correctness of documents will be of particular importance. What seems like a minor technical error often turns into a serious obstacle in the migration process.

What options does Denmark leave after the end of temporary protection

After March 2027, several legal routes remain for Ukrainians in Denmark, but they differ significantly in complexity, deadlines and requirements. For some, the transition to labor migration will be realistic, for others, education or family reunification, while the path to a permanent permit requires long-term preparation and does not forgive gaps in documents or integration.

For those who link their future with Denmark for the long term, a permanent permit remains the main goal, although it is not easy to get to it. According to the standard conditions, at least eight years of legal residence are required, stable employment, knowledge of the Danish language at the Dansk 3 level, no debts to the state and a clean criminal history.

An important nuance is that the period of temporary protection can be taken into account in the length of residence, but such inclusion is not automatic and does not come down to a mechanical counting of years. Migration authorities assess the situation individually, taking into account work, language level, participation in public life and compliance with integration requirements.

For those who have been working without long breaks since 2022 and have consistently progressed in language learning, the path to a permanent permit may be shorter.

Working through the list of scarce professions

The most practical route for a significant part of Ukrainians seems to be the transition to a work permit through the lists of scarce professions. Denmark maintains separate lists for specialists with higher education and for qualified workers without a mandatory university degree, and together they cover more than two hundred specialties – from medicine and education to IT, technical professions and construction.

If the specialty falls into the current list, the employer can act as a sponsor, after which a faster submission procedure opens through SIRI. Accuracy is crucial here, because the job title and occupation code must completely match the data in the official list. Even with sufficient qualifications, an inaccurate classification of the position can lead to a refusal, so checking these details becomes a mandatory part of the preparation.

A separate risk is associated with the fact that the lists are updated twice a year – on January 1 and July 1. Because of this, a profession that opened the way to a permit in one period may disappear from the list in the next, so you should only focus on the current version.

Training as a longer but understandable path

For young people or for those who are ready to invest several years in changing their professional trajectory, a student permit can be a working alternative. This option requires admission to a Danish higher education institution and a sufficient level of English or Danish, and also means a longer move towards a permanent migration status.

Despite the duration, training offers the advantage of inclusion in the Danish academic and professional environment, where it is easier to build a network of contacts, look for internships and move to work in your specialty. For those who are thinking several years ahead, such a format may not be a temporary pause, but a thoughtful investment in the future.

Family reunification

Another route is open to those whose immediate family already has a permanent residence permit or citizenship in Denmark. In this case, it is possible to apply for family reunification, but success depends on whether the inviting party meets the requirements regarding income, housing and other criteria set out in the migration rules.

This option seems more obvious for families where someone has already established themselves in the country, but it also requires a carefully compiled package of documents and does not guarantee a simplified procedure just because there is a family connection.

New salary thresholds and why they matter

From January 1, 2026, Denmark has significantly increased the minimum salary requirements for most work permit schemes, and this change has sharply narrowed the circle of people who can switch based on high salaries. The Pay Limit Scheme has a threshold of 552,000 Danish kroner per year, or approximately 46,000 Danish kroner per month before tax. The calculation includes basic salary, employer pension contributions and paid vacation, while bonuses or additional corporate benefits are not taken into account.

Even the reduced threshold under the Supplementary Pay Limit Scheme, which is 446,000 Danish kroner per year, remains too high for many Ukrainians, especially in areas where starting salaries are significantly lower. This leads to a simple conclusion: for most, it is much more realistic to focus on scarce professions, professional growth and consistent integration than to count on a transition due to high wages.

However, without knowledge of the Danish language in the country, it is difficult to build not only a career, but also a migration perspective, since the language level is one of the basic requirements for a permanent permit and future citizenship. Usually, a Dansk 3 level is expected, which requires long-term preparation, regular training and passing the relevant exams.

The advantage is that new residents can take free or subsidized courses through VUC and municipal integration centers. Postponing registration is dangerous, because the path from beginner level to confident language proficiency takes years, not months. For those who want to stay after 2027, language training has long ceased to be a useful addition and has become a prerequisite.

What awaits pensioners

For people of retirement age, the situation looks more complicated, since Denmark does not have a separate preferential route for elderly Ukrainians who arrived in the country after the start of a full-scale war. The Danish state pension requires a long period of residence: the full amount of benefits is tied to forty years of living in the country, and even minimal rights require a significant period of residence between the age of 15 and retirement age.

Because of this, people who arrived in 2022–2024 cannot count on a full-fledged pension mechanism in the standard manner. An additional complication is the criterion of economic independence, without which it is difficult to advance to long-term status. For most pensioners, the most realistic option remains reunification with children or other close relatives who already have a stable legal status in Denmark and meet the income and housing requirements.

Citizenship as a distant horizon

Danish citizenship remains the longest prospect, which can be achieved only after many years of residence, obtaining a permanent permit, confirming a stable income, passing language exams and checking knowledge of social basics. The standard period is nine years of residence, although other rules are possible for certain categories.

For Ukrainians who plan to associate a significant part of their lives with Denmark, this option makes sense only if there is long and consistent preparation. Citizenship is not a separate decision at the end of the journey, because the entire previous biography in the country — work, language, compliance with the rules, lack of debt — becomes part of the final assessment.

What to do now

Preparation for 2027 begins not with grandiose plans, but with several concrete steps that have a practical result. First of all, you need to check your CPR number and update your address, after which you should sign up for language courses and assess how quickly you can reach the Dansk 2 or Dansk 3 level. Next, you should check your specialty with the current lists of shortage professions, carefully checking the name and job code.

In a separate block, you need to collect all evidence of integration: employment contracts, payslips, confirmation of continuous residence, language exam certificates, documents about training or participation in programs related to the local community. In the Danish system, the winner is the one who can show a consistent history of life in the country, confirmed by papers, not general explanations.

March 2027 does not mean imminent departure, but it separates temporary stay from responsibility for one’s own status. For Ukrainians in Denmark, the main issue is choosing a specific route, which can be supported by language, work, documents and advance preparation.
