Officials of the regional environmental inspection who embezzled 1.6 million hryvnias from the payroll fund will be tried in the Donetsk region

Employees of the State Bureau of Investigation have completed a pre-trial investigation in criminal proceedings against the head of the Donetsk Regional Environmental Inspectorate and the chief accountant of the institution, who are suspected of embezzling 1.6 million hryvnias of budget funds intended for labor remuneration. A special pre-trial investigation has also been completed against the head of one of the departments of this inspectorate. The indictments have already been submitted to the court.

After the start of the full-scale invasion of the Russian Federation, officials took advantage of the opportunity to introduce a remote work mode and continued to pay the head of the department, knowing for sure that he had left for the Russian Federation and was not actually performing his official duties.

According to a prior conspiracy, this employee returned part of the funds received to officials, while they entered false information about the work allegedly performed by him into timesheets, bonus orders, allowances, and payment documents. As a result of these actions, the state suffered losses of at least 1.6 million hryvnias.

The head of the regional environmental inspectorate and the chief accountant are accused of committing crimes under Part 2, 3 of Art. 27, Part 5 of Art. 191 and Part 2, 3 of Art. 27, Part 3 of Art. 28, Part 1 of Art. 366 of the Criminal Code of Ukraine – embezzlement of property on an especially large scale, committed by abuse of official position, committed by an organized group during martial law, as well as entering knowingly false data into official documents.

A separate proceeding against the head of the department, conducted in cooperation with the SBU under a special procedure, involves charges of aiding and abetting the embezzlement of budget funds by abuse of official position as part of an organized group and official forgery (Parts 2, 3 of Article 27, Part 5 of Article 191, Parts 2, 3 of Article 27, Part 3 of Article 28, Part 1 of Article 366 of the Criminal Code of Ukraine).

The perpetrators face up to 12 years of imprisonment with confiscation of property. The procedural management of the case was carried out by the Specialized Environmental Prosecutor’s Office of the Prosecutor General’s Office.
