Pensioners who live in rural areas and have work experience in certain specialties can take advantage of a 100% discount on housing and communal services, as well as on the purchase of solid and liquid fuel and liquefied gas within the specified norms. This right is granted subject to compliance with the established criteria.
The right to full compensation is granted to citizens of retirement age who previously worked as teachers, medical or pharmaceutical workers, plant protection specialists, as well as in the field of culture – in museums, libraries and other cultural institutions. A mandatory condition is to have at least three years of relevant experience and tenure in a position that provides for a benefit at the time of retirement. This is determined by the order of the Ministry of Labor and Social Policy of Ukraine, the Ministry of Education and Science of Ukraine, the Ministry of Health of Ukraine, the Ministry of Culture and Tourism of Ukraine dated September 13, 2006 No. 341/651/619/769.
The benefit is granted only if the average monthly family income for the last six months per person does not exceed 4,240 hryvnias as of 2024. It is valid for 12 months from the month of application, but cannot exceed the current calendar year. In this case, the compensation does not apply to other family members of the beneficiary.
To obtain a benefit, you must submit an application, documents confirming residence in a rural area, as well as a certificate of entitlement to the benefit. It is issued by the institution where the pensioner worked or the relevant local government body.
You can submit documents in person through the Pension Fund service centers, authorized representatives of local councils or administrative service centers, send them by mail or use online services – through the Pension Fund’s electronic services web portal, the Pension Fund mobile application or the Diya portal.
