Президент України Володимир Зеленський підписав закон №4170-ІХ, який передбачає ліквідацію медико-соціальних експертних комісій (МСЕК). Про це повідомила пресслужба Верховної Ради. Згідно з новим законом, починаючи з 1 січня 2025 року, функції МСЕК виконуватимуть експертні комісії, створені на базі кластерних і надкластерних лікарень. Ці комісії проводитимуть оцінку стану здоров’я пацієнтів за міжнародними стандартами, зокрема, відповідно до критеріїв Міжнародної класифікації функціонування, обмежень життєдіяльності та здоров’я. “Щоб унеможливити корупцію, комісії вибірково отримуватимуть на розгляд пацієнта, але ані він сам, ані комісія не будуть знати, хто з лікарів розглядатиме питання. Без змін залишаться встановлені раніше статуси осіб з інвалідністю, а також медико-соціальна експертиза для дітей”, – додали у Верховній Раді. Нагадаємо, що 19 грудня парламент підтримав цей законопроєкт у другому читанні та в цілому. Нововведення має на меті модернізувати систему оцінки інвалідності, зробивши її прозорішою та більш ефективною. Нові експертні команди будуть працювати у 286 закладах по всій Україні, що визначені, як базові для впровадження цієї системи. Це дозволить забезпечити рівний доступ до послуг для пацієнтів, незалежно від регіону проживання.

According to the new law, starting from January 1, 2025, the functions of MSEK will be performed by expert commissions created on the basis of cluster and super-cluster hospitals. These commissions will assess the health status of patients according to international standards, in particular, in accordance with the criteria of the International Classification of Functioning, Life Limitations and Health.
“In order to prevent corruption, the commissions will selectively receive the patient for consideration, but neither he nor the commission will know which of the doctors will consider the issue. The previously established statuses of persons with disabilities, as well as the medical and social examination for children, will remain unchanged.” – added in the Verkhovna Rada.
We will remind that on December 19, the parliament supported this draft law in the second reading and as a whole. The innovation aims to modernize the disability assessment system, making it more transparent and more efficient. New expert teams will work in 286 institutions throughout Ukraine, which are identified as basic for the implementation of this system. This will ensure equal access to services for patients, regardless of the region of residence.
