Companies-residents of the special legal regime “Diya.City” according to the results of 2025 transferred 34.6 billion hryvnias in taxes to the State Budget of Ukraine. This is almost twice as much as in 2024, when the volume of revenues amounted to about 18 billion hryvnias. This was reported by the Minister of Digital Transformation Mykhailo Fedorov.
According to him, “Diya.City” continues to serve as a separate legal and tax environment for technology businesses, which provides clear operating rules and predictable conditions for development. As of the end of 2025, more than 3,400 companies, employing a total of almost 140 thousand specialists, had joined this regime.
The Ministry of Digital Affairs considers the increase in tax revenues as confirmation of the effectiveness of the “Diya.City” model even in the conditions of a full-scale war. The funds paid by residents are directed to strengthening defense, social spending and supporting the stable functioning of the economy, while businesses are given the opportunity to grow thanks to a more favorable tax regime.
The largest taxpayers within the framework of “Diya.City” in 2025 are mono, GreenTech Harvest, SoftServe, GlobalLogic and EPAM Systems. Deputy Minister of Digital Transformation Natalya Denikeeva noted that the project was created to support technology companies that operate legally and transparently, without using shadow schemes. According to her, the space is based on a balanced tax model that allows businesses to increase competitiveness and scale their activities.
It is also reported that as of December 1, 2025, there were 3,114 companies in the “Diya.City” register, and the total revenue of residents for the three quarters of 2025 reached 267.6 billion hryvnias.
