Volodymyr Zelenskyi signed the law on amendments to the Tax Code regarding the reporting of private enterprises
The President of Ukraine, Volodymyr Zelenskyi, signed the law on amendments to the Tax Code, which introduces a quarterly form of unified reporting on personal income tax, military duty and EUV for FOPs. This is discussed in the law card on the website of the Verkhovna Rada.
The document envisages the return for individual entrepreneurs and self-employed persons of the quarterly reporting period for the submission of combined reporting on personal income tax, personal income tax and social security.
The law provides for the exemption of self-employed workers and self-employed persons from paying social security for themselves if the minimum insurance contribution is paid by any employer. This also applies to social assistance to mothers until the child reaches the age of three. Previously, such an exemption was granted only in cases where a self-employed person had his main place of work as an employee.
It is also provided that the tax deduction from personal income tax will include housing rental expenses incurred by participants in hostilities or persons with disabilities as a result of the war.
A separate rule introduces a reduction in the export duty on soybeans and rape: until January 1, 2030, the rate will be 10%, after which it will decrease by 1 percentage point every year, until it reaches the level of 5%. At the same time, self-grown products are exempt from taxation.
The law establishes a requirement for an average salary of at least two minimum salaries for all subjects of retail trade in excise goods — alcohol, tobacco, and fuel. In addition, non-resident prisoners of war are also included in the list of persons for whom tax agents (in particular, camps, detention centers and prisons) must pay personal income tax.
Separately, the law extends until January 1, 2028 the operation of the cash method in the supply and distribution of electricity, water supply and drainage. The cash method of paying rent for oil and condensate production is also established for the period of martial law and for three months after its termination.
