For January-December 2025, the actual revenues to the general fund of the State Budget from taxes and fees, the administration of which is provided by the State Tax Service, amount to 1 trillion 246 billion UAH. This is 20.2% more than last year, or 209.3 billion UAH in monetary terms.
The State Tax Service notes that despite the difficult conditions, the plan for tax and fee revenues was fulfilled by 97.4%. At the same time, the planned indicators were increased by more than 100 billion UAH during the year.
The largest contribution to the state budget in the 12 months of 2025 was provided by the tax and fee on income of individuals – 362.9 billion UAH, the value added tax (taking into account budget reimbursement) – 306.5 billion UAH, the corporate income tax – 284.7 billion UAH, and the excise tax – 163.9 billion UAH. Rent payments for this period amounted to UAH 48.4 billion.
Separately, the State Tax Service reported that the amount of VAT refunds in 2025 reached UAH 179.6 billion, and monthly refund volumes did not fall below UAH 13 billion.
The service also recalled that during 2025 a number of procedures for business operations were simplified: the number of risky payers was almost halved, and the number of suspended tax invoices was almost four times reduced.
