Tax debt to the consolidated budget of Ukraine increased by 27 billion hryvnias in 2 years

The tax debt to the consolidated budget increased by more than 27 billion hryvnias from the beginning of 2023 to the first half of 2025. About this informs Accounting Chamber.

It is noted that during this period more than UAH 22.6 billion of bad tax debt was written off, which represents significant losses for the state budget.

“The Accounting Chamber has started a compliance audit on the topic “Tax debt: improvement of administration”. The control measure is planned to cover the years 2023-2024 and the first half of 2025. The objects of control are the central apparatus of the State Tax Service of Ukraine and nine of its territorial bodies.” – the message says.

It is expected that the results of the inspection will allow an objective assessment of the state of tax debt administration and form recommendations on ways to improve the situation. The Accounting Chamber emphasizes that the National Revenue Strategy until 2030 emphasizes the need to improve tax debt management mechanisms.

The document examines the increase in tax debt under martial law and identifies the main factors that contributed to this: lack of automation, low efficiency of enforcement, outdated document management systems, lack of segmentation of debtors, etc.

We remind you that the previous audit of tax debt administration was conducted in 2017 and covered the period 2014-2016.
