Tax increase: Verkhovna Rada starts discussing the draft law in the second reading

On October 9, the Verkhovna Rada began consideration in the second reading of draft law No. 11416-d, which provides for an increase in taxes. About this reported people’s deputy from “Golos” Yaroslav Zheleznyak directly from the parliament hall.

According to him, more than 1,300 amendments to the draft law have been submitted for consideration by the deputies, and voting in general is planned for the next day.

As Zheleznyak noted earlier, this draft law is aimed at a historic increase in taxes, which will bring an additional UAH 58 billion this year and UAH 137 billion next year.

Among the main changes:

  • An increase in the military tax rate from 1.5% to 5%;
  • Establishing the obligation for payers of the single tax of the third group to pay a military levy in the amount of 1% of income;
  • Establishment of a military levy for individual entrepreneurs of the first, second and fourth groups in the amount of 10% of the minimum salary;
  • Introduction of a new income tax rate for non-bank financial institutions at the level of 25%.

The legal department of the Verkhovna Rada noted that certain provisions of the draft law contradict the Constitution of Ukraine. For example, the proposed regulations on advance payments and changes on taxation do not comply with Article 58 of the Constitution, which prohibits the retroactive effect of laws, except those that facilitate liability.

Experts warn that the increase in taxes, in particular the military levy rate, may negatively affect the incomes of Ukrainians. Oleg Pendzyn, executive director of the Economic Discussion Club, noted that due to the new tax rates, Ukrainians will receive 3.5% less money “on hand”. However, this should not lead to an increase in the prices of goods and services, as a decrease in income will reduce demand in the market.

The increase in taxes is due to the need to cover the deficit of the state budget for 2024, which is estimated at 500 billion UAH.
