The Cabinet of Ministers adopted a resolution on the introduction of a new system instead of MSEC
Cabinet of Ministers of Ukraine passed the decision on the reform of the system of medical and social expertise (MSEK), aimed at the transition to a modern approach in assessing the daily functioning of a person.
From the beginning of 2025, the process of determining disability will be carried out on the basis of multidisciplinary hospitals, which aims to simplify and improve the procedure in Ukraine.
The Ministry of Health outlined the main changes proposed by the reform. First of all, a functional approach is introduced, which provides for the assessment of disability on the basis of a person’s real capabilities in everyday life, and not only on the basis of medical indicators. This approach brings Ukraine closer to international standards, where social adaptation of a person is important.
The reform also involves a significant simplification of the process for patients to reduce bureaucracy and shorten the waiting time for decisions. The new system will be integrated into multidisciplinary hospitals, providing qualified medical expertise and increased availability of services for patients.
Digitization of the process and anti-corruption measures also play a key role in the reform. It is planned to create electronic registers and digital platforms that will allow submitting documents online and tracking the entire process. This will not only make life easier for patients, but also reduce the risks of corruption.
In addition, the reform provides for the creation of an independent Evaluation Center, which will provide an opportunity to appeal the decisions of commissions. For citizens who already have permanent disability status, the documents will remain valid without the need for re-issuance. For other categories of persons with disabilities, the government has extended the period of re-examination by six months, which will ensure the preservation of social benefits, services and other rights for this period.
