The Cabinet of Ministers allowed natural persons and the self-employed in the field of agriculture to use the compensation program for humanitarian demining

From now on, individuals and self-employed persons in the field of agriculture can use the compensation program for humanitarian demining. Corresponding changes to Resolution No. 284 adopted by the Cabinet of Ministers of Ukraine.

“About one million hectares of agricultural land, suitable for farming, are located in the territories where hostilities were or are being conducted. It is not safe to work everywhere. But the land in the de-occupied territories, which is not cultivated due to the threat of mines and other explosive objects, we strive to return to work. Now every owner or lessee of such a plot can submit an application for demining at the expense of the state and, after clearing, work safely on their land”, – noted Deputy Minister of Economy, Environment and Agriculture of Ukraine Ihor Bezkaravainy.

You can submit an application through the State Agrarian Register, or in person – in paper or electronic form with an electronic signature. Paper applications are accepted by local state administrations or executive bodies of councils, or they can be sent to an email address specified by these bodies.

Within three days, the authorities check the reliability of the data. If the information is false or there is no proof of ownership, the application will be rejected. If approved, the applicant is included in the list of agricultural producers for compensation, which is sent monthly to the Center for Humanitarian Demining together with electronic copies of applications. The Central Regional Government checks the complete information about the applicant and the plot.

The center can refuse in cases where the anti-mine center has provided data on the impossibility of demining due to a dangerous situation, if there is no information about the contamination of the site with explosive objects, or if the land or the applicants do not meet the conditions of the order. If the application is approved, after opening an escrow account, the applicant signs an agreement with him, after which the Central Regional Government announces an auction for the purchase of demining services.

Amendments to the resolution will enter into force ten working days after their adoption. As part of the compensation program, 5,165 hectares of agricultural land have already been returned to safe use.
