The Cabinet of Ministers has improved the Procedure for Special Use of Water Bioresources
The Cabinet of Ministers of Ukraine adopted a resolution on improving the Procedure for special use water bioresources. The document was adopted at a regular meeting of the government in connection with the entry into force of the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine in Connection with the Adoption of the Law of Ukraine “On Administrative Procedure”. It was developed by the Ministry of Economy, Environment and Agriculture.
The decision is aimed at bringing government acts into compliance with the specified law, in particular, regarding the improvement of the procedure for issuing permits for the import and export of specimens of wild fauna and flora, certificates for mobile exhibitions, re-export rules, as well as the procedures for issuing, reissuing and canceling permits in the field of fisheries.
Amendments to the Procedure for the Special Use of Aquatic Bioresources provide for the determination of fees for the special use of such species as jellyfish (Cornerot, Aurelia), Atlantic cod, sea bass, yellowtail flounder, Atlantic long flounder, stingrays (star stingray), white American sea minnow, northern shortfin squid (Illex). It is also about improving the preparation of scientific and biological justifications, carrying out experimental fishing and introducing a mechanism to prevent unscrupulous participants from entering auctions.
“Ukraine has great potential for expanding fishing and increasing production both for domestic consumption and for export. This is especially important from the point of view of European integration. Ukraine successfully passed the screening with the European Commission under the relevant negotiating section. Adaptation to the EU legal system in the field of fisheries and aquaculture is a powerful tool for the modernization of the industry, ensuring sustainable management of aquatic biological resources and the development of a competitive fishery,” stressed Deputy Minister of Economy, Environment and Agriculture Taras Vysotskyi.
Implementation of the resolution will have a positive impact on entrepreneurs, citizens and state bodies. Simplification of permit procedures and transparent mechanisms for obtaining fishing permits will reduce costs and create new opportunities for the development of the fishing industry. It will also strengthen the competitiveness of the Ukrainian fishery on international markets, especially in connection with the restoration of aquatic bioresource fishing by Ukraine in the area of the Northwest Atlantic Fisheries Organization (NAFO).
