The Cabinet of Ministers has made changes to the procedure for determining enterprises that can reserve employees from mobilization
The Cabinet of Ministers has made changes to the procedure for determining enterprises whose employees can be reserved from mobilization. Relevant Resolution No. 847 made public on the government portal.
Before the changes, enterprises were able to apply to both central executive bodies and local administrations without a clear boundary between their powers. According to the new rules, it is the central authorities who are now responsible for identifying critical enterprises in those sectors of the national economy that are within their competence.
Instead, local administrations have been given powers over communally owned enterprises and business entities in eight defined areas located on their territory.
These industries include: agriculture, forestry and fisheries, mining and processing industry, energy and water supply, construction, trade and repair of vehicles, as well as transport and logistics. Local administrations have been given one month to revise the criteria in accordance with the innovations.
We remind you that the previous changes to this order were made at the end of May 2025. At that time, the government allowed reservation of up to 100% of employees of enterprises recognized as critical for the needs of the Armed Forces of Ukraine.
