The Cabinet of Ministers postponed the introduction of electronic excise duty for 10 months

The Cabinet of Ministers of Ukraine approved the decision to postpone the introduction of the electronic excise stamp (E-Excise) for 10 months – from the beginning of 2026 to November of the same year. This was reported by the government’s press service.

Previously, it was planned that from January 1, 2026, electronic excise stamps in the format of a graphic element (DataMatrix code) will be used to mark excisable goods, which will be applied to each pack of tobacco products, a bottle of alcoholic beverages, or a container with liquid for electronic cigarettes.

However, on November 7, the government announced the postponement of the system’s launch date to November 2026. The corresponding legislative initiative received support during a meeting of the working group of the Verkhovna Rada of Ukraine Committee on Finance, Tax and Customs Policy.

“The postponement of the deadlines is due to the need for additional preparation of the market and key operators for the transition to the e-excise stamp, minimizing internal risks for legal business and consumers, and harmonizing all regulatory acts with updated dates”, – the message says.

Let us recall that in 10 months of 2025, the general fund of the State Budget received 1.026 trillion hryvnias of taxes and fees controlled by the State Tax Service. This is 195.2 billion hryvnias more than in the same period last year. The plan is implemented at 107.7%.
