In Ukraine, a new system of social assistance will be introduced instead of the living wage: details of the reform

The size of this assistance will depend on the composition of the household, taking into account the number of family members, their age and niche factors.

In Ukraine, they plan to introduce a new basic social assistance, which will eventually replace the subsistence minimum. This assistance will be calculated individually for each household, taking into account its composition. About this reported Minister of Social Policy Oksana Zholnovich in an interview with Rada TV channel.

Currently, the Ministry of Social Policy is actively discussing the relevant draft law with the central authorities. Here are the main points of the reform:

The living wage will be abolished.

“Today’s living wage does not reflect the real needs of people and does not correspond to living conditions. We live in households where the needs of one person are significantly different from the needs of a large family. For example, a single person needs more money for living than a family of several people. In the case families with children or elderly people, these needs also change. We want to abandon the living wage, because it is associated with various fines and salaries. It is important to separate these concepts.”Zholnovich explained.

The amount of assistance will depend on the composition of the family. For example, if the family decides that one of the spouses will work and the other will take care of the house, this does not mean that the state should not provide assistance in case of unemployment. Such a decision is a personal choice of the family, and the income of one of the spouses may be sufficient for the whole family.

The Ministry of Social Policy is at the final stage of drafting a draft law on the introduction of this basic social assistance, which will replace the subsistence minimum.

Combination of payments.

There are currently around 100 different types of benefits for people with disabilities and the system is too complicated to understand. It is planned to simplify this system by combining benefits into two main categories: assistance for those who find themselves in a difficult situation and care payment for those who have lost their ability to work. This should simplify the process of obtaining assistance and make it more efficient.
