The Cabinet of Ministers registered a draft law on the development of centralized heat supply
The Cabinet of Ministers of Ukraine has registered a draft law in the Verkhovna Rada, which provides for support for the development of efficient and sustainable centralized heat supply. This was reported by the representative of the government in the Verkhovna Rada, Taras Melnychuk.
This is about the draft law “ On making changes to some laws of Ukraine on supporting the development of efficient and sustainable centralized heat supply”. The document is aimed at creating conditions for modernization, development and effective functioning of centralized heat supply systems.
In particular, the mandatory installation of individual heat points in buildings connected to centralized systems is provided, as well as the clarification of the competitive basis for heat-generating organizations that produce thermal energy from thermal energy sources, Melnychuk notes.
The draft law proposes to make changes to the laws of Ukraine that will stimulate the use of renewable energy sources and cogeneration, as well as the development of investment programs in the field of centralized heat supply.
The document also provides for the introduction of mechanisms for the mandatory installation of individual heating points in buildings connected to centralized systems, with the determination of the responsibility of heat transport organizations for their maintenance.
In addition, it is about improving the procedure for forming thermal energy tariffs, in particular, including the costs of installing individual heating points in the tariff for the transportation of thermal energy and clarifying the competitive principles in the field of heat supply.
“The draft law envisages the development and approval of subordinate legal acts, in particular, rules for the production, transportation, supply and use of thermal energy, the procedure for installing and maintaining individual heating points in a building connected to centralized heat supply systems”, the message says.
