The Cabinet of Ministers simplified the certification mechanism for mine action operators

The Cabinet of Ministers has improved the mechanism of certification of mine action operators (PMD) and provided for the possibility of providing relevant services through the Diya portal. Corresponding changes to Resolution No. 123 were made on May 16, informs press service of the Ministry of Economy.

The updated document specifies a number of procedures that were not previously regulated, in particular, the review of appeals by certification bodies and reports of violations of the rights of third parties by PMD operators or certification bodies.

“The changes approved today are the next stage of the implementation of the experimental project of certification of operators through the Diya portal. At the end of last year, we introduced framework changes that allowed us to start work on the technical part of the project, and today we detailed the key certification processes, which will allow operators to go through the entire procedure faster and with better quality. And in case of disagreement, know that their complaints or appeals will not be lost, but will be considered in the order specified by the resolution.”, – explained Deputy Minister of Economy of Ukraine Ihor Bezkaravainy.

The new edition of the resolution defines the grounds for suspending the validity of the certificate of conformity. In particular, if the PMD operator does not perform certified work for two consecutive years, the certificate may be suspended. The introduction of unscheduled monitoring of the activities of PMD operators is also foreseen, with a clear list of conditions for its implementation.

It is important that within the scope of such monitoring, only the facts related to the reason for the inspection will be checked. In the event of an explosive ordnance incident resulting in death or injury, safety protocols, procedures and personnel qualifications will be subject to review, but not accounting records. This approach will make it possible to quickly respond to threats and avoid abuses in the certification process.

In general, the introduced changes will contribute to the unification of certification rules, which will affect the growth of the number of operators and accelerate their entry into the workplace. Also, the innovations strengthen their ability to protect their interests through the mechanisms of appealing the decisions of the relevant bodies.
