The director of the Department of Municipal Security of the KMDA was removed from his post

At the request of the prosecutors of the Kyiv City Prosecutor’s Office, the capital’s Holosiiv court removed from the position of director of the Department of Municipal Security of the KMDA. He is suspected of official negligence, which led to the purchase of special vehicles for one of the units of the State Emergency Service at an inflated price. According to information Interfax-Ukraine, it is about Roman Tkachuk.
The official was suspended from performing his duties until December 8, 2025, i.e. until the end of the pre-trial investigation period. He is charged with part 2 of Art. 367 of the Criminal Code of Ukraine — improper performance of official duties due to careless treatment of them, which caused serious consequences for state interests.
According to his official duties, the director of the Department should have organized the process of determining the expected value of special vehicles before the purchase, but he did not do so. As a result, nearly 11 million hryvnias were overpaid for transport.
The pre-trial investigation is conducted by the investigative department of the National Police Directorate in the city of Kyiv under the procedural guidance of the Kyiv City Prosecutor’s Office and under the operational support of the National Police Directorate.
Let us remind you that on October 3, the law enforcement officers announced the suspicion of 12 officials of communal enterprises and district administrations of Kyiv, whose actions caused losses to the city budget of almost UAH 73 million. Among them is the director of the Department of Municipal Security of the KMDA, who did not organize and control the process of determining the expected value of specialized cars and equipment, as a result of which they were purchased at inflated prices, overpaying almost UAH 11 million.
Roman Tkachuk heads the Department of Municipal Security of the KMDA since 2020. In 2023, he was already removed from his post on suspicion of official negligence, which led to the death of three people near a closed shelter in the capital. At the beginning of 2024, the prosecutor’s office submitted an indictment to the court in the case of the purchase of generators for heating points in Kyiv, when the supplier was mistakenly charged VAT, although the generators were exempt from this tax.
