The Government approved the updated composition of deputies in the Ministry of Defense
The government has approved the updated composition of deputies in the Ministry of Defense, identifying new and reappointed heads of key areas of the department’s work, as reported by the Ministry of Defense of Ukraine. The decision was made at a meeting of the Cabinet of Ministers upon the proposal of the Minister of Defense Mykhailo Fedorov.
Oleksiy Vyskuba, who has held the position of First Deputy Minister of Defense since 2019, has been appointed First Deputy Minister of Defense. Before moving to the Ministry of Defense, he was responsible for the development of the Action and state services, process reengineering, and bureaucracy reduction, and after the start of the full-scale invasion, he was involved in technological warfare and the implementation of the Ministry of Digital Defense’s military projects, including the Drone Army, eBalls, Drone Line, drone assault regiments, the construction of UAV crew echelons, and the development of “small” air defense. In his new role, he will continue to coordinate key projects aimed at achieving the goals of the war.
Lieutenant General Ivan Havrylyuk was reappointed Deputy Minister of Defense after previously holding the position of First Deputy Minister of Defense. He has experience in commanding troops, organizing logistics and strategic planning, and worked as the Chief of the Rear of the Armed Forces of Ukraine and Deputy Chief of the General Staff of the Armed Forces of Ukraine, which makes his participation in the Ministry of Defense team important for strengthening the rear processes and stable support of the front.
Serhiy Boev, who has been working in the Ministry of Defense team since 2024 and previously headed the direction of interaction with international partners, was appointed Deputy Minister of Defense for European Integration. He has experience in economics, strategy, and partnership development, including working for leading consulting companies and engaging partners in the Ukrainian defense industry, which is now important for building long-term relations with the EU, NATO, and other states, as well as for obtaining security assistance and funding.
The leadership of the Ministry of Defense also includes Deputy Minister Lieutenant General Yevhen Moysiuk, who is responsible for troop generation and social security, Lieutenant Colonel Yuriy Myronenko, who is responsible for the development of innovations for the front, and Oksana Ferchuk, who heads the direction of digitalization and digital transformation.
“We continue to transform the Ministry of Defense into an effective structure capable of achieving the set goals”, – summed up Defense Minister Mykhailo Fedorov.
