Ukraine received $177 million from the World Bank as part of reform support projects
Ukraine has received $177 million from the World Bank under two projects aimed at supporting reforms. This was reported by the press service of the Cabinet of Ministers.
In particular, $147 million was received under the SURGE project – “Supporting Recovery through Smart Fiscal Management”, and another $30 million under the THRIVE project – “Transforming Healthcare through Reform and Investment in Efficiency”. The funds received were credited to the general fund of the state budget.
Both projects are implemented through the financial instrument “Results-Based Lending Program”, which provides for the provision of funds only after achieving certain indicators.
Ukraine received the tranche for the SURGE project after the government approved a single portfolio of public investment projects for 2026–2028, taking into account gender and climate aspects, adopted methodological recommendations for assessing the impact of such projects on the environment, and confirmed the implementation of the State Tax Service’s anti-corruption program.
“Since the beginning of the full-scale war, the World Bank, with the support of international partners, has been helping Ukraine implement projects aimed at supporting key sectors of the economy and restoring the country. These efforts play an important role in the implementation of reforms in the field of public investment management and healthcare. I am grateful to the World Bank for its consistent and effective assistance to Ukraine in these strategically important areas,” said Deputy Minister of Finance Olga Zykova.
The THRIVE funding was received as an advance tranche and will be used to further support the reform of the Health Guarantee Program. By the end of this year, Ukraine expects to receive another $249 million under the SURGE project and $17.5 million under the project.
