The government of Ukraine reacted to the IMF’s proposal to increase VAT
During the discussion of the next tranche for Ukraine, the International Monetary Fund raised the issue of a possible increase in value added tax (VAT). However, how stated Minister of Finance Serhii Marchenko, at the moment the government sees no reason for such a step.
“Yes, the issue of VAT was raised. Yes, there were agreements on how and under what conditions we will return to the issue of raising VAT. And you know that in the previous program, in the previous regulation, there was a provision that provided that if in the budget for 2025 expenses will increase significantly, then the source of covering such expenses will be an increase in VAT, and this was a normal agreement.”, – said the minister.
At the same time, as Marchenko emphasized, a realistic approach to the formation of the budget for the next year avoids the need to increase the VAT rate in the short term. At this time, there are no structural beacons or requirements on the agenda that would relate to changes in tax obligations.
“The issue of increasing VAT will constantly arise. The actualization of this issue will depend on how we fulfill other obligations, how balanced fiscal policy we implement. But if we do well with revenues, if the taxes we have already increased demonstrate efficiency, if we fulfill all obligations, if there is no need to drastically increase expenses, I think we will not raise the issue of raising VAT, at least such plans no”, – assured the official.
