The Ministry of Education and Science has updated the rules for inclusive education in schools
The Ministry of Education and Science has made changes to the procedure for organizing inclusive education in secondary education institutions, providing for the simplification of individual development programs for students with special educational needs. The adopted decisions were reported on the official website of the department.
The Cabinet of Ministers approved the resolution “On Amendments to the Procedure for Organizing Inclusive Education in General Secondary Education Institutions”, the purpose of which is to improve the educational process and strengthen support for students with SEN.
The changes provide for updating the form of the individual development program, as well as increasing the period for its preparation in order to ensure better planning of the child’s individual educational trajectory.
The levels of support for students with special needs have also been clarified educational needs in schools. Separately, restrictions have been established on the number of such children in one inclusive class during a state of war or emergency: no more than five students of the second–third level of support and no more than two students of the fourth–fifth level of support.
The document provides for improving the mechanism for providing assistance to schoolchildren with minor learning difficulties, as well as the possibility of adapting the content of educational subjects for children with mild educational difficulties.
The government allocated 270 million hryvnias to local budgets to organize correctional and developmental and psychological and pedagogical classes in January–June 2026.
“Approval “This decision will help to better organize the educational process, ensure an individual approach to each child with special educational needs (SEN), and create comfortable conditions for their learning, development, and socialization,” the Ministry of Education and Science said.
