The Ministry of Education, Culture and Sports has adopted new decisions regarding the allocation of budget seats for 2025

At the bachelor’s level (as well as for medical, pharmaceutical, and veterinary master’s degrees), 2,601 additional budget places have been approved for the transfer of students of preferential categories. First of all, we are talking about the children of fallen defenders of Ukraine, people who were deprived of their freedom as a result of the armed aggression of the Russian Federation, people with disabilities as a result of the war, as well as entrants to specialties with special support and in the field of information technologies, in particular, residents of temporarily occupied territories, regions of active or potential hostilities, and internally displaced persons. Consideration of questions about transfer to these places will be continued at the next meeting of the competitive commission.

At the master’s level, 136 additional budget places have been approved for the preferential category “109” – residents of temporarily occupied territories or territories of active hostilities as of July 1, 2025, as well as those who left after January 1, 2025.

Regarding postgraduate studies, this year the Ministry of Education and Culture for the first time introduced a formulaic, criterion-based distribution of state-ordered places, taking into account the success and ability of higher education institutions to conduct scientific research at a high level. The processing of data for the distribution of seats in various fields of knowledge is currently being completed, and decisions are planned to be made at the next meeting of the commission. The total volumes and order of distribution of seats are determined by Cabinet of Ministers Resolution No. 812 of July 7, 2025.
