The Ministry of Internal Affairs is preparing a new system of penalties for traffic violators with a point system
The Ministry of Internal Affairs will soon submit proposals to strengthen responsibility for traffic violations. This was reported by the Minister of Internal Affairs of Ukraine Ihor Klymenko.
“Now we are talking about the operation of a system that will knock out, for example, 10 speeding violations, and there will be some sanctions. For example, the withdrawal of a driver’s license, or some restrictions, or re-registration of rights. Sanctions should be clear to our people. I think that the points system will be the next stage, because a huge digital infrastructure must be developed. And we cannot promise that it will work in six months, for example, or in a year,” he noted.
According to the minister, the new system should take into account not only the number, but also the severity of violations.
“If we are talking about violations of the rules due to exceeding the speed limit by 10 km, that’s one story. When exceeding the speed limit by 50-80 km, it can already be a tragedy. Therefore, we need to take a very careful approach to not violating the rights of citizens, and, on the other hand, to ensure that citizens understand the irreversibility of punishment for violating these rules,” Klymenko emphasized.
He reported that a draft proposal is being prepared in the coming days. The changes will be worked on jointly with the National Police of Ukraine, people’s deputies, lawyers and specialized experts.
“At the same time, in cases such as the one that occurred on Friday evening, there is also a human factor. Unfortunately, this is not only about Ukraine, we are talking about the world in general. When people commit senseless road accidents, violating elementary rules and laws,” the minister added.
The preparation of new solutions was intensified after the fatal road accident in Kyiv on June 5. Then the driver of the Mercedes-Benz lost control and drove into an underpass. The accident killed four people and injured three others.
The investigation found that since the beginning of 2025, the driver had been held administratively liable ten times, including five times for speeding. He is currently being held in custody without bail.
