The National Bank of Ukraine is investigating the circumstances of the scandal surrounding Monobank due to Russian symbols

The National Bank of Ukraine has launched an official investigation into the circumstances of a possible violation of banking secrecy by the management of monobank. The reason for the inspection was the publication by the co-founder of the financial institution, Oleg Horokhovsky, of a photo of a client taken during the video verification procedure. This was stated by the Chairman of the National Bank of Ukraine, Andriy Pyshny, during a speech from the rostrum of the Verkhovna Rada.

A tricolor was recorded against the background of the woman, which, according to the results of a state examination, was identified as the flag of Russia, not Slovenia.

The Chairman of the National Bank of Ukraine, Andriy Pyshny, during a speech in the Verkhovna Rada, noted that the regulator has already received a large amount of documents from the bank in response to its request. Currently, experts are analyzing the information received in order to provide a legal assessment of the actions of the bank’s staff and management. The legislation allows six months for consideration of the case and decision on possible measures of influence.

“We witnessed a strong emotional reaction to the Russian tricolor, and the state examination confirmed that it was the flag of the Russian Federation”, — Andriy Pyshny noted.

The head of the regulator emphasized that despite the clear context of the situation, any actions of banking institutions must remain strictly within the framework of current legislation. The issue of maintaining the confidentiality of client data is fundamental to the stability of the financial system, therefore the NBU will study in detail every aspect of the publication of personal information.

“The protection of banking secrecy is guaranteed by law, and banks are direct guarantors of its preservation under any circumstances”, — he emphasized.

Based on the results of the inspection, a certificate will be drawn up with a professional judgment on the qualification of the bank’s actions. The final decision on administrative proceedings will be made by the NBU Committee on Administrative Supervision. The regulator promises to publicly inform about the results of the investigation after completing all the prescribed procedures.

Currently, the banking community is waiting for the conclusions, which may become a precedent in the issues of balance between the civic position of top management and professional ethics in the field of data protection.
