The Register of Integrated Environmental Permits has become operational in Ukraine
The Register of Integrated Environmental Permits has begun to operate in Ukraine. The Cabinet of Ministers on meeting on September 10, 2025.
The document “On Approval of the Procedure for Maintaining the Unified State Register of Integrated Environmental Permits” was developed by the Ministry of Economy, Environment and Agriculture in compliance with Article 26 of the Law of Ukraine “On Integrated Prevention and Control of Industrial Pollution”.
The unified register of integrated environmental permits functions as a module of the national online platform “EkoSystem”, which contains up-to-date information on the state of the environment. The register provides businesses with a “one-stop shop” for obtaining environmental permits, and also provides the public with open access to environmental data.
The resolution determines the procedure:
- electronic interaction between plant operators, the Ministry of Economy, other authorities, local self-government and the public during the issuance of integrated permits and further operation of enterprises;
- formation, collection, storage, accounting, protection, processing and publication of information and documents related to these permits;
- open access of plant operators, the public and other interested parties through the web portal of the Register to all relevant information on the prevention, reduction and control of industrial pollution.
The Ministry of Economy has already created and launched an IT solution for issuing such permits on the EcoSystem platform, which allows operators to submit applications electronically.
We remind you that on August 8, 2025, the Law of Ukraine “On Integrated Prevention and Control of Industrial Pollution” entered into force. It implements the European mechanism for reducing industrial emissions, which has proven its effectiveness in EU countries: over the past 15 years, the level of air pollution there has decreased by 40–85%, depending on the type of pollutant. The adoption of this law became one of the key indicators of the Ukraine Facility program, which was completed by Ukraine on time.
