The SBI detained the commander of a military unit in Rivne, who was forcing his subordinates to repair his house

DBR employees detained and reported suspicion to the commander of one of the military units in Rivne, who was forcing subordinates to carry out repair work in his own house.

Instead of carrying out his duties, the official engaged three subordinate military men – two drivers and an electrician – to repair his house in the Lviv region. At the same time, according to the official documentation, these soldiers “on paper” remained at the place of deployment in Rivne, due to which the state paid them a monthly allowance. The investigation established that the construction has been going on for more than 1.5 years — since March 2024. During this period, more than 1.3 million hryvnias were illegally paid from the budget of the military unit.

On September 17, 2025, during searches at the construction site, law enforcement officers found two of the mentioned military personnel. Currently, they have already returned to their duties. The third of the “builders” has been serving in the Sumy region since July. During the searches, certificates were also found that the commander issued to his subordinates “for conscientious service”, although everyone understood that they were carrying out his personal assignments in the Lviv Region.

The commander was detained and informed of suspicion under Part 2 of Art. 28 h. 5 art. 426-1 of the Criminal Code of Ukraine (exceeding authority and official powers by a military official, which caused serious consequences, committed by a group of persons under martial law in accordance with a prior conspiracy).

The court chose a preventive measure for him in the form of detention with the possibility of bail in the amount of 1.3 million hryvnias. The sanction of the article provides up to 12 years of imprisonment. Procedural management is carried out by the Specialized Prosecutor’s Office in the field of defense of the Western region.
