The State Tax Service exceeded the plan for the first half of the year by 60.8 billion hryvnias

The State Tax Service of Ukraine for the first half of 2025 exceeded the budget revenue plan by more than 60.8 billion hryvnias. Only in June, the state budget received 9 billion hryvnias more than planned, and the overall implementation was 107.7%. About this reported acting head of the DPS, Lesya Karnaukh.

In June, revenues to the general fund of the state budget amounted to 126.5 billion hryvnias, which is 44.2% more than the same figure in 2024. Personal income tax brought in 30.1 billion hryvnias, which exceeds the plan by 10.6%. The corporate income tax amounted to 5.2 billion hryvnias (+13% compared to the plan), and the excise tax on imported and manufactured goods – 15.5 billion (+4.2%).

In June, 15.3 billion hryvnias of VAT were also reimbursed. According to Karnauch, the total amount of VAT refunds for the first half of the year has already exceeded 86.2 billion hryvnias, which is 23% more than in the first half of 2024.

Key indicators for January-June 2025: the general fund of the state budget received 647 billion hryvnias, which is 10.4% (or 60.8 billion) more than planned, and 22.5% (or 118.7 billion) more compared to the same period last year.

We will remind you that in May 2025, for the first time this year, the DPS did not fulfill the VAT revenue plan. Then the budget received 21.7 billion hryvnias, which was 93.4% of the plan. In the DPS, this was explained by a number of objective economic factors, in particular, a record increase in the amount of VAT refunds (15.5 billion hryvnias in May), an increase in import operations that create more tax credit, as well as a seasonal decrease in economic activity and the impact of hostilities on the mining and energy industries.
