The Verkhovna Rada adopted a resolution on the continuity of the functioning of local self-government bodies
On October 8, the Verkhovna Rada adopted Resolution No. 14031 on the continuity of the functioning of representative bodies of local self-government. This is discussed on the website of the parliament.
“We are talking about village, settlement, city, district in cities, district, regional councils, as well as village, settlement and city heads”, the message says.
The document determines that the organization of preparation and holding of local elections in accordance with national legislation and European standards of democratic elections is impossible in the conditions of Russia’s military aggression against Ukraine.
The resolution emphasizes that it is Russia that is responsible for the impossibility of timely preparation and holding of local elections. It is also emphasized that the continuous functioning of local self-government bodies and their performance of their powers is a necessary condition for compliance with the principle of continuity of power, ensuring law and order, national security, state defense and the vital activities of territorial communities.
The Resolution confirms that village, township, city, district and regional councils, as well as village, township and city mayors continue to perform their duties, except for those whose powers were prematurely terminated. They will remain in their positions until the election of a new composition of councils and heads during the next local elections.
After the end of Russia’s armed aggression and the abolition of martial law, elections will be held in accordance with the Constitution, the Election Code and the laws of Ukraine. The resolution also calls on the international community to support Ukraine to ensure the continuous functioning of local self-government during the war.
