The Verkhovna Rada adopted in the first reading the draft law on the establishment of the military police

On June 19, 2024, the Verkhovna Rada of Ukraine adopted draft law No. 6569-d on the creation of the military police in the first reading. 247 People’s Deputies voted for the document, including representatives of various political forces, including “Servants of the People”, the former OPZZ and “Batkivshchyna”.

According to the draft law, the military police will be responsible for ensuring law and order and military discipline in the Armed Forces of Ukraine, the Ministry of Defense and the State Special Transport Service. Its activities will be coordinated by the government through the Ministry of Defense, and during martial law by the Commander-in-Chief of the Armed Forces.
The creation of a military police was initiated before the start of the full-scale invasion of Russia, but the previous bill was withdrawn due to ambiguous wording and concerns about possible abuse of powers. The new draft law takes these comments into account and specifies the powers of the military police.
The main tasks of the military police will be:
- Prevention, detection, termination of crimes and other offenses among military personnel;
ensuring compliance with military discipline and law and order in military units and institutions;
protection of the rights and freedoms of military personnel; - search for servicemen who voluntarily left a military unit or place of service;
escorting and guarding prisoners of war - The draft law provides that the military police will consist of military personnel who have undergone special training. They will have the right to carry weapons, use physical force and special means in cases provided for by law.
