The Verkhovna Rada has simplified the procedure for selling used cars

The Verkhovna Rada adopted in the second reading and as a whole draft law No. 9083, which is designed to simplify the procedures for trading in used cars. About this informs head of the parliamentary committee on tax and customs policy Danylo Hetmantsev.

“Abolishing the senseless state registration of used cars by a trading organization on its own, even if it buys them as a product for further resale, will be a guarantee for removing the market from the “shadows”, expanding the activities of white car traders and eliminating schemes due to which the budget does not receive taxes”, – he noted.

According to the new law, dealers engaged in the resale of used cars are no longer obliged to register the purchased cars for themselves. From now on, it will be possible to register the car immediately for the final buyer, which greatly simplifies the procedure and reduces the number of registration stages.

As stated in the explanatory note to the draft law, the used car market in Ukraine significantly exceeds the volume of the new car market. Previously, business entities that traded in used cars were forced to register them as a fixed asset, not as a commodity.

This created the need for double registration at service centers of the Ministry of Internal Affairs: first for the enterprise, and then for the buyer. The bill is aimed at eliminating this bureaucratic obstacle, which should stimulate the development of the used car market.
