The Verkhovna Rada plans to introduce “reasonable” prices for administrative services

In the first reading, the Verkhovna Rada supported draft law No. 4380 “On Administrative Fees”, which provides for the introduction of “reasonable” rates of fees for administrative services. About this reported Head of the Verkhovna Rada Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning, Olena Shulyak.

“The Verkhovna Rada adopted draft law No. 4380 “On administrative fees” on transparent and fair payments for administrative services. It is about the same, justified, understandable tariffs. No chaos. No “gray zones”. No sudden surcharges. Finally, everyone will pay exactly what is provided for by law. No more, no less.” – says the message.

As stated in the explanatory note to the draft law, currently the fee for the provision of administrative services is not sufficiently compensatory for the state and local self-government bodies. In many communities, revenues to local budgets do not even cover the costs of paying workers who provide these services.

At the same time, a problem for citizens and businesses is the lack of transparency in the formation of the cost of such services, which creates conditions for abuse. The draft law proposes to establish a unified approach to determining the size of the administrative fee, to determine specific rates for at least 170 basic services, as well as to create a public register of all paid administrative services and their prices.

The document also provides for a ban on charging additional “accompanying” payments not provided for by law, regulates the procedure for revising fee rates taking into account the costs of providing services, and establishes that a part of the revenue will be directed to local budgets to support the work of TsNAPs and other services on the ground.
