The Verkhovna Rada plans to restore fines for arms suppliers

The Verkhovna Rada intends to return fines to arms suppliers who violate delivery deadlines for the Armed Forces of Ukraine or deliver products of inadequate quality. About this reported head of the Budget Committee, Roksolana Pidlas.

She noted that the committee considered draft law No. 12245, which is a requirement of the International Monetary Fund regarding the management of public investments. The document included a provision on the introduction of sanctions against unscrupulous arms suppliers. Voting for this draft law in the parliament is scheduled for this week.

Proposed measures include fines of 20% of the value of goods or services for quality or completeness violations, as well as a penalty of 0.1% for each day of delay. In case of delay of more than 30 days, a fine of 7% of the cost will be imposed.

Podlasa explained that such fines will encourage suppliers to fulfill defense contracts in a timely and quality manner. This will allow the state to receive either timely and high-quality weapons, or compensation. Considering the fact that the cost of one defense contract can reach tens of billions of hryvnias, these are significant sums.

Currently, there are several mechanisms of financial sanctions for the violation of delivery deadlines: a one-time penalty of 7% per month of delay, a 3% monthly fee for the use of money, and a penalty of 0.1% for each day of delay.
