The Verkhovna Rada supported the new version of the law on public procurement

The Verkhovna Rada of Ukraine adopted in the first reading a new version of the law “On Public Procurement”. About this reported People’s Deputy of the “Voice” faction, Yaroslav Zheleznyak.
According to him, the draft law was supported by 289 people’s deputies.
“These are not changes, but a new law that will replace the current one. We will have many proposals for the law: starting from estimates and ending with the closure of abuses with exceptions from the law. But this is before the second reading.”, – Zheleznyak wrote in Telegram.
He also added that the adoption of this law is a condition for fulfilling the requirements of the Ukraine Facility Plan from the EU and DPL from the World Bank.
We will remind that the Cabinet of Ministers previously approved this draft law and submitted it to the Parliament for consideration.
The draft law is aimed at ensuring transparent and competitive public procurement, which is important for Ukraine’s recovery needs. It also complies with international legal obligations of the state in the field of procurement.
The main innovations of the law include:
- implementation of the project competition through the electronic procurement system, which allows concluding contracts through negotiation procedures;
- introduction of alternative tender offers;
- the possibility of correcting inconsistencies in the participant’s tender offer within 24 hours.
In addition, the possibility of approval by the government of standard contracts for certain items of procurement, which customers will be obliged to use when conducting procurements, is envisaged.
