This year, the number of fraud cases in Ukraine decreased by 1.5 times: Opendatabot

For eight months of 2025, more than 35 thousand criminal proceedings were opened in Ukraine under Art. 190 of the Criminal Code “Fraud” This is one and a half times less than for the same period in 2024, reports Opendatabot.

On average, about 4,500 such cases are registered in the country every month. The largest number of proceedings were opened in Kyiv, Dnipropetrovsk region and Kharkiv region. Only 21% of all cases reach the court.

From January to August 2025, 35,599 cases of fraud were recorded. Despite the decrease compared to last year, this indicator still significantly exceeds the pre-war level. The peak was recorded in 2023, when a record 82 thousand proceedings were opened. On average, 7,000 cases were registered every month that year, and more than 8,000 from May to August. Since then, the number has been gradually decreasing, and in 2025 it is approximately 4.5 thousand cases per month.

However, not all proceedings reach the court. This year, suspicion was announced in nine thousand cases, while only 7.6 thousand were brought to court, which is 21% of the total number. For comparison, in 2021 this figure was equal to 30%, and in 2022-2023 – only 18%.

The largest number of applications for fraud was received in the capital — 4,882 cases. Dnipropetrovsk region is in second place with 3,511, Kharkiv region in third place with 2,671. The fewest cases were recorded in Ivano-Frankivsk region – about 700, not including occupied territories and war zones.

In general, the level of fraud in the country decreased by a third compared to last year. However, in some regions the reduction was minimal, in particular in Khmelnytskyi region the indicator decreased by only 1%. On the other hand, in Dnipropetrovsk region and Bukovyna, the number of proceedings decreased by more than 40%.
