Ukraine and EU are preparing a plan to end the war with Russia: Bloomberg

European countries and Ukraine are working together on a plan to end the war unleashed by Russia against Ukraine. The document is to consist of 12 points, Bloomberg reports.

After reaching an agreement on a ceasefire and commitments by both sides to stop territorial advances, it is planned to return all children abducted by Russia to Ukraine and exchange prisoners. According to the plan, Ukraine should receive security guarantees, financial assistance to rebuild its destroyed infrastructure and a path to rapid accession to the European Union.

Sanctions against Russia will be gradually lifted, but about $300 billion in frozen reserves of its central bank will be returned only after Moscow agrees to join Ukraine’s post-war reconstruction. If Russia resumes aggression, the restrictions will automatically resume.

In addition, the plan provides for the start of negotiations between Moscow and Kyiv on the management of the occupied territories. At the same time, Europe and Ukraine will not legally recognize any of these territories as Russian.

The implementation of the plan will be monitored by a peace council chaired by US President Donald Trump. The details of the document are still being finalized and may change. The plan also requires coordination with Washington, so European representatives may travel to the US this week. The initiative echoes Trump’s statements about the need to freeze the war along the current front line before the start of negotiations.
