Ukraine attracted over $6 billion for the defense industry in 2025

The Ministry of Defense of Ukraine attracted over $6 billion in investments into the domestic defense-industrial complex in 2025. Thanks to this, the Ukrainian defense industry reached production capacities of $35 billion. This was announced by Prime Minister of Ukraine Denys Shmyhal.

Of the total amount, almost $1.8 billion was directed to the production of Ukrainian weapons according to the “Danish model”. More than $4.3 billion came from direct purchases by partner states from Ukrainian manufacturers for the needs of the Armed Forces of Ukraine. The defense industry received another $1.1 billion from profits from frozen Russian assets.

“In addition, Ukraine submitted its own projects in the defense-industrial complex within the framework of the SAFE mechanism. The overall expectations for financing these projects are $5 billion,” Shmyhal wrote on Telegram.
“Joint projects with European partners are real steps towards integrating the Ukrainian defense industry into the European ecosystem,” he noted.
“The Ukrainian defense industry has been growing steadily since 2022 and already in 2025 reached production capacities of $35 billion,” the Prime Minister added.
Previously, the government adopted a number of decisions to strengthen the defense industry, including mechanisms for state support for enterprises and the possibility of 100 percent advances from the Ministry of Defense under contracts at the end of the budget year. In the first quarter of 2026, the military will receive 12 billion hryvnias to order equipment through the DOT-Chain Defence platform.
