Ukraine has begun a mass withdrawal of dangerous heater models from retail chains

During 2025, the state authorities of Ukraine significantly activated market surveillance and customs control measures in the non-food products segment. The main attention of the regulatory authorities was focused on household heaters and boilers that do not meet national eco-design requirements.

The most intensive phase of inspections began in the fourth quarter of the year after representatives of big business appealed for the need to clean the market of counterfeit and low-quality equipment.

According to official data from the State Service for Food, Agriculture and Consumer Protection, over three dozen special measures were carried out during the year, most of which were unscheduled inspections at the request of customs officers.

Thanks to operational work, about 1,200 inefficient devices were not allowed onto the domestic market. In addition, law enforcement officers and inspectors removed from circulation and recalled from end consumers more than 800 units of equipment that posed a real danger during operation.

“As a result, about 1,200 inefficient heaters were not allowed on the market, and more than 800 units of potentially dangerous products were also removed from circulation and recalled from consumers,” the State Service for Food and Consumer Protection reported.

Despite the significant volumes of seized goods, the scale of the problem remains significant. According to estimates by the European Business Association, the suspended circulation of almost two thousand prohibited boilers is only about 3% of the total number of questionable equipment on the market. The total volume of uncertified equipment could reach 75 thousand units, which covers more than half of all retail sales in this segment. This situation creates unequal conditions for honest manufacturers and threatens the country’s energy security.

For 2026, the government has set even stricter control parameters. Inspections of heating equipment have already been officially included in the sectoral plan of state supervision. The priority area will be to prevent the installation of dangerous heaters in new apartment buildings and their unauthorized connection to gas distribution networks.

Representatives of the business community expect that scaling up these measures will help clear the market of equipment that depletes the country’s energy system and poses risks to residents.

“Strengthening control will significantly reduce the share of inefficient equipment on the market, promote fair competition and increase the level of energy efficiency in Ukraine,” market participants summarized.
