Ukraine is preparing to create a competitive rail transport market

The Cabinet of Ministers of Ukraine approved the draft law “On the system and peculiarities of the functioning of the railway transport market of Ukraine”, which paves the way for the creation of a new model of railway transportation. He noted that this draft law is aimed at the implementation of European legislation in the field of railway transport, as provided for in the association agreement with the EU.
The document establishes key requirements for the activities of railway infrastructure operators, carriers, and also regulates the work of operators and owners of railway rolling stock. One of the important provisions of the draft law is to ensure equal access to infrastructure for all interested parties.
The law also provides for the creation of a railway safety management system in accordance with EU standards, which will help increase the safety of transportation in competitive conditions.
In addition, the draft law introduces legal principles for technical regulation of railway transport, allowing subsystems to be operated according to European standards. It is also planned to introduce educational centers for training and upgrading the qualifications of machinists, which will contribute to the development of professional education in this field.
